SPPD: Man arrested after citizen notifies police of suspect’s whereabouts

A Santa Paula man was tasered twice and then arrested after he initially eluded a Santa Paula Police officer but was then spotted by a sharp-eyed citizen, who notified police of the suspect’s whereabouts.

By Peggy KellySanta Paula TimesA Santa Paula man was tasered twice and then arrested after he initially eluded a Santa Paula Police officer but was then spotted by a sharp-eyed citizen, who notified police of the suspect’s whereabouts.According Santa Paula Police Department Senior Officer Alan Macias, at about 8:30 a.m. SPPD Officer Carlos Mitre stopped the suspect, 30-year-old Angel Sigala Lozano of Santa Paula, for “riding a bicycle in an unsafe manner” in the 300 block of West Harvard Boulevard. When Officer Mitre contacted Lozano - who was riding the bicycle and steering with one hand while he held some items in the other hand - he “took a fighting stance, failed to comply with the officer’s orders, and shortly fled the area on foot with his bike.”Sr. Officer Macias said that after telling Lozano to stop several times, Officer Mitre deployed his handheld Taser device, “which had no effect on Lozano,” who took off. A customer at a restaurant, who along with other customers had observed the initial contact, spied Lozano again a few minutes later.
“A few minutes after we saw the officer chasing him,” the customer, who asked not to be identified, saw Lozano ride his bicycle “through the parking lot towards the rear” of the strip mall. “We realized it was the same man that officers were looking for, although he had obviously lost his jacket along the way.”The SPPD dispatcher asked that the witness to stay on the cell phone. “I stayed on the phone until the officers rolled up and took him into custody... we heard the officers yell at him to come out with his hands up, but we didn’t see the arrest.”SPPD Officers caught up with Lozano in the dumpster area just west of 254 W. Harvard Blvd. “Lozano again took a fighting stance towards the officer and refused to comply with his orders,” leading to a second deployment of the Taser, said Sr. Officer Macias. “This time it was found to be effective,” and Lozano was taken into custody without further incident.“I don’t like to see the bad guys get away,” said the citizen who assisted the SPPD by notifying them of Lozano’s location. Lozano was later booked into Ventura County Jail on charges of resisting arrest.
