Council: Fire, PD budget enhancements, storm damage update on Monday’s agenda

The City Council will receive an update on damage to area waterways from the January storms, hear about the 68th Annual Santa Paula Art & Photography Show, appoint members of The Mill advisory committee, and consider options for funding the 4th of July fireworks spectacular, among other business agendized for Monday’s meeting.

The council will also receive a report on storm-related emergency purchases and consider additional resource enhancements to the city’s police and fire departments, including about $114,000 left over from a December budget allocation hearing that was put back into city coffers until a decision could be made on its use.The council will first meet at 5:30 p.m. in closed session to discuss several issues, including city employee/former employee liability claims, labor negotiations with various groups, negotiations on selling City Hall property, and a lawsuit filed by the owner of the Santa Paula West Mobile Home Park. Santa Paula West LLC, which lost a bid about a year ago to dramatically raise space rents in the park, has included the city’s Mobile Home Rent Review Commission in the lawsuit.During the public session of the February 7 meeting, scheduled to begin at 6:30 p.m., the council will consider adoption of policy that amends the position classifications and provides a stipend for the Santa Paula Fire and Police departments volunteer reserve personnel.
The council will also consider reallocating $95,000 from the Las Piedras Park Recreation Center CDBG fund to a soccer field design project for Las Piedras and Teague parks. The latter is targeted for further improvement through a master plan and design services that could cost about $81,000.On the council drawing board will be considerations of resource enhancements to public safety, a discussion that will include possible budget reductions and changes in the way that the city delivers service that could generate more funding for police and fire.The council will consider the request of Assemblymember Audra Strickland for City Hall office space, and the council will also be asked to appoint a two-member committee to work with City Manager Wally Bobkiewicz to re-install artwork in the newly spruced up Council Chambers.Monday’s council meeting will be telecast live on Adelphia cable Channel 10 and shown again Tuesday and Thursday.
